No person subject to the police power of this County shall paste, tack, or otherwise
place or fasten any paster, poster, handbill, card, or any advertising matter whatever
upon any building, bridge, windmill, tank, or other property of the County, or paint,
print, engrave, carve, or otherwise place any letter, word, or picture upon any County
property, or in any way advertise upon or by means of any County property except County
park property with the approval of the County Board of Supervisors.
