§ 5-6418. ACCESS TO FACILITIES.

(a)

Industrial/Commercial. The Director of the San Joaquin County Utility Maintenance Division may make periodic inspections, obtain samples, and take tests of sewage and industrial waste pretreatment or treatment facilities to determine whether such plants and/or facilities are maintained in accordance with the requirements set forth herein. The permittee shall afford all reasonable cooperation in such inspections.

(b)

Access to Easements and Sewer Connections. Every owner or tenant of any parcel which is connected to a sanitary sewer shall allow reasonable access to facilities for inspection, testing, maintenance, or repair of facilities. A twenty-four (24) hour notice shall be given to the owner and/or tenant before scheduled work is performed during normal business hours. When emergency access is required due to stoppage of lines or other unforseen circumstance, a reasonable effort shall be made to contact the owner or tenant before entry is made.
